The PEPPOL network : definition and purpose

PEPPOL is a network for the exchange of electronic documents between companies and public sector bodies worldwide. PEPPOL was originally designed for public procurement, hence its name (Pan-European Public Procurement Online).

PEPPOL is governed by OpenPeppol , an international non-profit association based in Belgium.

In which countries is PEPPOL available?

By 2024, the Peppol standard was in use and available in 40 different countries. In Europe, it is used in Belgium, Finland, France, Germany, Greece, Norway, Poland, Portugal, Sweden and the United Kingdom. Outside Europe, Peppol is also used in Australia, Canada, Japan, Mexico, Malaysia and Singapore.

How does PEPPOL governance work?

The development of the Peppol specifications and their implementation are governed by the OpenPEPPOL association. Each country using it can create a local authority to adapt the specifications to its market. Generally, the local authority is represented by the tax department or a dematerialisation agency.

If there is no local authority, OpenPEPPOL takes over governance.

In France, for example, there is as yet no local authority, so OpenPEPPOL is the governing body. However, with the reform of electronic invoicing scheduled for 2026, a governance body should emerge following the government's announcement. It remains to be seen who will be appointed.

SMP / SML / 4-corner model / ID PEPPOL: the dictionary to understand it all

  • AP : means the Access Point chosen by a Sender or Receiver, which is certified by PEPPOL and has obtained the right to connect to the network to exchange documents on behalf of its customers.

  • SMP (Service Metadata Publisher) : is a decentralised registry that provides information on access points and the types of messages accepted. This registry contains user addresses and metadata.

  • SML (Service Metadata Locator) : refers to a central registry defined by the SMP. This register contains information on each partner, each of which has a unique identifier in the form of a URL (or Peppol ID), which identifies the SMP and the access point of the transaction recipient.

  • ID Peppol : designates a PEPPOL identifier. To register your company in the Peppol directory (SML), a unique PEPPOL identifier will be created.

A Peppol identifier is a specific number made up of : 

  • A prefix indicating the type of identifier (e.g. 9925 for the VAT number in Belgium, 9938 for the VAT number in Luxembourg).

  • The value of the identifier (the company's VAT number, for example).

​​

As several identifiers can be used to represent a single company, it is preferable to register them all so that the company can be found more easily in PEPPOL.
