The PEPPOL network: definition and usefulness
It is a network for exchanging electronic documents between companies and public sector organizations around the world. Originally, this network was intended for public procurement, hence its name (Pan-European Public Procurement Online). It is governed by OpenPeppol, an international non-profit association based in Belgium.
In which countries is PEPPOL available?
In 2024, the Peppol standard is used and available in 40 different countries. In Europe, these include Germany, Belgium, Finland, France, Greece, Norway, Poland, Portugal, the United Kingdom, and Sweden. Outside Europe, this network is also used in Australia, Canada, Japan, Mexico, Malaysia, and Singapore.
How does PEPPOL governance work?
The development of global network specifications and implementation are governed by the OpenPEPPOL association. Each country using it can create a local authority to adapt the specifications to its market. Generally, the local authority is represented by the tax department or an agency for dematerialization. If no local authority exists, then OpenPEPPOL takes over governance.
For example, in France, there is no local authority yet, so OpenPEPPOL governs. However, with the electronic invoicing reform planned for 2026, governance should be established following the government's announcement. It remains to be seen who will be appointed.
SMP / SML / 4-corner model / PEPPOL ID: the dictionary to understand everything
- AP: refers to the Access Point chosen by a sender or recipient, which is certified by PEPPOL and has obtained the right to connect to the network to exchange documents on behalf of its customers.
- SMP (Service Metadata Publisher): refers to a decentralized registry that provides information on access points and the types of messages accepted. This registry contains user addresses and metadata.
- SML (Service Metadata Locator): refers to a central registry defined by the SMP. This registry contains information about each partner, each of which has a unique identifier in the form of a URL (or Peppol ID), which identifies the SMP and the access point of the transaction recipient.
- Peppol is based on a 4-corner model.
ID Peppol
Refers to a PEPPOL identifier. To register your company in the Peppol directory (SML), a unique PEPPOL identifier will be created.
4 corner
The 4-corner model is the exchange architecture used by the Peppol network. It allows two companies (corner 1 and corner 4) to exchange electronic documents (such as invoices) via their certified Peppol service providers (corner 2 and corner 3), known as Access Points.
Each company is free to choose its own Peppol provider. Access Points ensure interoperability: a single connection is enough to exchange with the entire network.

5 corner
This model is used in particular within the framework of the French e-invoicing reform. It introduces a fifth actor: the Public Invoicing Portal (PPF). Access Points send the PPF an extraction of the fiscal data from each invoice, which is used by the tax authorities for VAT reporting and pre-filling.

The peppol directory
The Peppol Directory lists the companies connected to the network and the types of documents they accept. Each company is identified by a Peppol ID, which consists of two parts:
a prefix indicating the type of identifier used (for example: 0208 for the BCE number in Belgium, 9938 for the VAT number in Luxembourg);
a value, which corresponds to the actual number (e.g. the company’s VAT number).

This identifier allows Access Points to know who to send a document to, how, and in what format, based on the information stored in the SMP (Service Metadata Publisher).
